Do I need a permit to replace my roof in Brooklyn?

Realistic ranges in NYC: TPO and EPDM single-ply membranes typically last 18-25 years with proper installation and maintenance. Modified bitumen runs 20-25 years. Built-up roofing (BUR) can last 25-30 years. The single biggest factor is drainage — flat roofs that pond water fail decades early. Annual inspections and clearing drains add years of life.
What's the difference between TPO and EPDM?
Both are single-ply membranes used widely on Brooklyn flat roofs. TPO is white (reflective, lower cooling costs, qualifies for cool-roof rebates), seams are heat-welded, and it does well on commercial roofs with foot traffic. EPDM is a black rubber membrane, seams are adhered, very long-lasting in cold climates, and typically less expensive per square foot.
